Characters may not be transferred to or from a locked, suspended, or banned account. With expansion accounts, lots of 2moons gold customers can't transfer characters to a non-expansion account. Another is standard restriction: a character's mailbox and auctions must be completely clear before that character can be transferred. A character that is the leader of a guild may not be transferred as long as he/she remains the leader.
